The National Counterterrorism Agency (BNPT) has a strategy to cut off terrorism financing under the guise of a charity. BNPT Director of Prevention Ahmad Nurwakhid said there were five steps the Indonesian nation took to cut off terrorism financing on behalf of charities.
First, to encourage and facilitate law enforcement officers to conduct investigations and investigations of various charities suspected of being linked to terror groups or radical groups.
The government needs to tighten regulations on public funding by charities. So far, the collection of public funds has only been carried out by Law Number 9 of 1961 concerning the Collection of Money or Goods and Government Regulation Number 29 of 1980 concerning the Implementation of Collection of Donations.
Nurwakhid said the two regulations only regulate the licensing bureaucratic system. Meanwhile, the rules regarding accountability and sanctions in case of fraud or misappropriation and misuse of funds have not been regulated.
Third, the government needs to create cooperation between the Ministry of Social Affairs and related ministries to close the gap in fundraising modes through donations and philanthropy. This is necessary because the monitoring of this charity is under the Ministry of Social Affairs.
